Data shows total parking fines and fines per head of daytime population. Total fines per day time population is calculated by dividing the total amount of fines by the daytime population for the councils that provided data in each year. Therefore where a council did not provide data, its daytime population is not included in the denominator. Daytime population is defined as ‘people aged 16 to 74, as those people who live and work in the area (or do not work) and those people who live outside the area and work inside the area', taken from the 2001 Census. Full data for Camden in 2008/09 has not been provided. The figure for 2008-09 refers to money collected for clamped or removed cars. The general fertility rate (GFR) is the number of live births per 1,000 women aged 15-44. Rates are based on the most up-to-date population estimates. The General Fertility Rate (GFR) is the number of live births per 1,000 women aged 15-44. The Total Fertility Rate (TFR) is the average number of live children that a group of women would bear if they experienced the age-specific fertility rates of the calendar year in question throughout their childbearing lifespan. The TFR has been calculated using the number of live births and the 2006 mid-year population estimates (sub-nationally) and the 2006-based 2007 projections (nationally) for women by single year of age. This generally produces a better match of births to those at risk of having births. However, local authority level population estimates are only considered reliable in five-year age bands. Thus, especially in small local authorities, it should be noted that rates computed using single year of age data may produce spurious results. Use of public libraries, Visits to museums and galleries and Engagement in the arts. This workbook contains baselines for NI9, 10 and 11 for all upper-tier local authorities. Percentage is weighted. This is the best estimate of adult usage/participation in the local authority, and forms the baseline against which progress will be measured. All survey data contain a margin of error; this is also known as the confidence interval, which is presented as a range around an estimate. For this report the range has been calculated using a 95% confidence interval, which means there is a 95% probability the true percentage lies in the range given. The best estimate available is the mid-point. Assuming a normal distribution, the actual figure is most likely to be around the mid-point but it could be at either end of the range. A number of factors will affect the level of change required in order for the survey to register a statistically significant change. One of these is the number of interviews conducted – the greater the size the more sensitive it is to detecting change. Another factor is the baseline percentage, with those nearer to 50 per cent requiring more change to occur. The ‘minimum detectable change’ takes these factors into account to indicate the minimum percentage point change required between the baseline estimate and the final estimate to record a statistically significant increase in usage/participation. This calculation assumes that the number of interviews conducted in the assessment year is not less than in the baseline year. Libaries (used for NI9) measures the percentage of adults in a LA who have used a public library service in the past 12 months. Use is for leisure purposes, including informal learning and studying or research for personal interests. Museums and Galleries (used for NI10) measures the percentage of adults in a LA who have visited a museum or gallery in the past 12 months. Visits are for leisure purposes, including informal learning and studying or research for personal interests. Online access to collections and outreach services are not counted. Arts (used for NI11) measures the percentage of adults in a LA who have either attended an arts event or participated in an arts activity at least three times in the past 12 months. Engagement must be for leisure purposes.

The Act came into force on 24th November 2005. The new regimes from the 2003 Act were to be run by a single Licensing Authority (LA) in each area (mainly local authorities). This dataset provides data on Alcohol, Entertainment and Late Night Refreshment Licensing. It covers on and off sales, sporting events, live music and recorded music. Responsibility for this data split in 2011, between the Home Office and DCMS. Transport for London's (TFL) Public Transport Accessibility Levels (PTALs) PTALS are a detailed and accurate measure of the accessibility of a point to the public transport network, taking into account walk access time and service availability. The method is essentially a way of measuring the density of the public transport network at any location within Greater London. The current methodology was developed in 1992, by the London Borough of Hammersmith and Fulham. The model has been thoroughly reviewed and tested, and has been agreed by the London Borough-led PTAL development group as the most appropriate for use across London. The measure therefore reflects: * • Walking time from the point-of interest to the public transport access points; * • The reliability of the service modes available; * • The number of services available within the catchment; and * • The level of service at the public transport access points - i.e. average waiting time. It does not consider: * • The speed or utility of accessible services; * • Crowding, including the ability to board services; or, * • Ease of interchange. The PTAL methodology was developed for London where a dense integrated public transport network means that nearly all destinations can be reached within a reasonable amount of time. Research using the ATOS (Access to Opportunities and Services) methodology shows that there is a strong correlation between PTALs and the time taken to reach key services – i.e. high PTAL areas generally have good access to services and low PTAL areas have poor access to services. **Notes** 6-digit references identify 100m grid squares. They are still being evaluated and remain subject to further testing to determine their reliability and ability to meet customer needs. The figures should be treated with caution as this is the first year for which such data have been produced. As improvements are made to the methodology, data quality will be assessed to establish whether the statistics meet the quality standards for National Statistics. “x“ means the data has been suppressed as the school or college has fewer than 6 students in a particular denominator, or small numbers for the numerator (1’s and 2’s).
