Description

This report contains results from an annual survey of secondary school pupils in England in years 7 to 11 (mostly aged 11 to 15). 7,296 pupils in 246 schools completed questionnaires in the autumn term of 2010. The National Centre for Social Research (NatCen) and the National Foundation for Educational Research (NFER) carried out the survey on behalf of The NHS Information Centre for health and social care. The Home Office and The Department for Education also have an interest in the statistics. This is the most recent survey in a series that began in 1982. Each survey since 1998 has included a core set of questions on smoking, drinking and drug use and, since 2000 the remainder of the questions have focused in alternate years on smoking and drinking or on drug use. The emphasis of the 2010 survey is on smoking and drinking whilst still containing some information on drug use. The survey report presents information on the percentage of pupils who have ever smoked, tried alcohol or taken drugs. The report also explores the attitudes and beliefs of school children towards smoking and drinking and from where and from whom children obtain cigarettes and alcohol. Relationships between smoking, drinking and drug use are explored along with the links between smoking, drinking and drug use and other factors such as age, gender, ethnicity and previous truancy or exclusion.

Description

The National Institute for Health and Clinical Excellence (NICE) technology appraisal process assesses the clinical and cost effectiveness of new and existing drugs and treatments, and provides guidance on their use by the NHS. As part of the Pharmaceutical Price Regulation Scheme (PPRS) agreement which came into operation on 1 January 2009, the Department of Health (DH) and the Association of the British Pharmaceutical Industry agreed that the DH would review the variation in uptake of selected medicines in the NHS in England. The NHS Information Centre was asked to produce a bulletin looking at variation in the use of these medicines in relation to the number of eligible patients as estimated by NICE. Data on the number of patients being treated is not available and so predicted use (using the average dose and average length of treatment) was compared with observed use. Data on observed use in 2010 and 2011 was taken from the primary care prescribing data from NHS Prescribing Services and secondary care data provided by IMS Health. Several pharmaceutical companies also provided their own data. In all 52 medicines in 25 groups, relating to 35 technology appraisals, were considered. For 13 groups a comparison could be made (these are presented in Section 1 of the technology section results). For those appraisals where a valid comparison could not be made (these are presented in Section 2 of the technology results), the reasons why the comparison could not be made are presented along with a series of questions inviting the reader to suggest improvements to the method or data. A third section presents an approach to analysing the use of biologics medicines for the treatment of rheumatoid arthritis on which we welcome comments.

Patients can be exception-reported from individual indicators if, for example, they do not attend appointments or where the treatment is judged to be inappropriate by the GP (such as medication cannot be prescribed due to side-effects). The General Medical Services contract sets out the criteria which allow practices to participate in QOF but not to be penalised where exception reporting occurs. Patient exception reporting applies to those indicators in the clinical domain of the QOF where level of achievement is determined by the percentage of patients receiving the designated level of care. The information presented here refers to exception reporting for indicators with the ‘clinical domain' of the QOF.
