Description
The Housing Strategy Statistical Appendix (HSSA) is a statistical return to support the LA's annual Housing Strategy. It is mainly basic and policy orientated data on all tenures within each local authority's own geographical area and covers a wide range of information such as: Dwelling Stock and Vacants, Waiting lists, Lettings and Homelessness, Houses in Multiple Occupation, Capital Expenditure and Receipts, and Cash Incentive Schemes, Private Sector Housing Renewal Assistance and Provision of Affordable Housing. The Housing Strategy Statistical Appendix (HSSA), the Business Plan Statistical Appendix (BPSA) and the local authority housing sales monitoring (P1B) forms were replaced by the Local Authority Housing Statistics.

The BPSA reports progress made during the last financial year against Local Authority Business Plans. The BPSA collects information on a range of topics such as dwelling stock and vacants, Decent Homes, capital expenditure on HRA stock and service and management. The Regulatory and Statistical Return (RSR) is a data collection carried out by the Tenant Services Authority (TSA) and is completed by Registered Social Landlords (RSLs) and based on general needs stock only. The RSR collects information on a wide range of areas such as dwelling stock and vacants, rents, Decent Homes, sales, shared ownerships. More information on the RSR can be found at: https://rsr.tenantservicesauthority.org/ Figures are based on only the larger Registered Social Landlords (RSLs) completing the long form. Up to 2006 the threshold for completing the long form was that the RSL owned/ managed at least 250 units/bedspaces. From 2007 this increased to 1,000 units/bedspaces. Stock figures used to estimate the average for each county, region and the nation are taken at 1 April of the following financial year. Average rents data for between 2003-04 and 2007-08 inclusively are estimated using total stock figures from Housing Revenue Account (HRA) audited base claim form. For 2008-09, stock figures for local authorities (LAs) where administrative boundaries changed on 1 April 2009 are taken from the HRA 2nd advance subsidy form as at 1 April 2010. Ordinarily stock figures would be taken from the HRA audited base claim form, however these figures were collected on the LA boundaries post 1 April 2009 and could not be reconciled with rents figures for 2008/09, which were collected on LA boundaries pre April 2009. Average rents data for 2003-04 and onwards are based on a standardised 52 week collection calculated by CLG from figures provided by local authorities.

Local authorities are bound by statute. Their functions are set out in numerous Acts of Parliament and many of these functions have associated legal duties. At no point in recent history has there been a comprehensive list of legal duties placed on local authorities. The Government therefore agreed with the Local Government Association that we should compile a list of these duties to give clarity about what these are. On 30 June 2011, a summary of the responses and the latest revised list of duties were published. This exercise has successfully enabled a clearer picture of the requirements on local authorities, and created a valuable record that had previously not existed. (See 'Resources' below). The review has now closed. Any future consideration of whether to remove specific duties or associated guidance will be a separate exercise, and Government will consult further as appropriate.
